The country in which you lived and in which your main social and professional life was is considered to be your permanent place of residency before the start of the trip. If you are a foreign national and maintain permanent residency in Germany or Austria, you can insure yourself outside Germany or Austria.
Permanent residency
According to our definition, permanent residency exists if the person is not only temporarily staying at the chosen travel destination, but settles there and also stays there permanently. A person who stays at the chosen destination only for educational purposes (e.g. for language courses, a course of study, further education courses) does not yet hold permanent residency there for this reason alone.

What is meant by “permanent residency”?
We exclude insurability if there is permanent residency in the country of destination. This is due to the fact that in the plans in which the term appears, we offer foreign travel health insurance and thus provide insurance coverage during a temporary stay abroad. A temporary stay no longer exists, however, if there is permanent residency in the country of destination.

Examples:1
No permanent residency in Germany
Person A travels from Nigeria to Germany. He takes part in a language course at a language school in Germany and subsequently completes a course of study. He has a training/education visa for the period of the stay and temporarily stays in Germany for training/education purposes. After completing his studies, he receives a job offer from Nigeria and returns to his home country.

Permanent residency in Germany
Person B travels from India to Germany. He studied in Germany and is looking for a job in Germany. He met and married his wife in Germany. His wife is pregnant and expecting their first child. His parents sell their house in India and also move to Germany to live with their son. Person B moves his main life completely to Germany.

Our definition is analogous to and based up § 5 of the BaföG (Bundesausbildungsförderungsgesetz, the Federal Training Assistance Act).
